MINUTES OF THE CIRCLE WORKING COMMITTEE MEETING

1. Opening of the Meeting
A meeting of the Circle Working Committee of AIPEU Group ‘C’, J&K Circle, was held on 09.08.2026 at Sher-i-Kashmir Park, opposite SKGPO, Srinagar.
The meeting was attended by members of the Circle Working Committee, office-bearers and other members of the Union.
The meeting commenced with a warm welcome to all the members by Sh. Irfan Rashid Khan, Circle Secretary, AIPEU Group ‘C’, J&K Circle. The Circle Secretary welcomed all the participants and emphasised the importance of unity, coordination and collective efforts for safeguarding the legitimate rights and interests of postal employees.
2. Address by the Chief Guest
Sh. Gh. Jeelani, Chief Guest, graced the occasion with his presence and addressed the gathering.
In his address, he appreciated the role of AIPEU/NFPE in raising the genuine issues of postal employees and fighting for their legitimate rights and welfare. He stressed the need for continued unity, discipline, dedication and collective efforts for strengthening the organisation.
3. Achievements of AIPEU/NFPE
A detailed discussion was held regarding the achievements and contribution of AIPEU/NFPE towards the welfare and legitimate interests of postal employees.
The members highlighted the sustained role played by AIPEU/NFPE in raising employees’ issues and protecting their service rights. It was particularly discussed that even during the period of de-recognition, AIPEU continued its organisational activities and remained committed to the cause of employees.
The meeting acknowledged the numerous achievements secured by the organisation through sustained struggle, unity, perseverance and collective action.
The members appreciated the dedication of the leadership and activists of AIPEU/NFPE and resolved to carry forward the same spirit in J&K Circle.
4. Status of Court Case Regarding De-recognition
The status of the court case relating to the de-recognition of AIPEU was discussed in detail during the meeting.
The members were informed that the legal challenge against the de-recognition of the Union has already been decided in favour of the Union and that further legal proceedings, including contempt proceedings against the concerned departmental officer, have also been initiated/pursued in the matter.
The Circle Secretary apprised the members of the present position and assured them that the developments in the matter are favourable to the Union. However, he emphasised that the members need to remain patient and wait for some more time for the final relief and consequential benefits to materialise through the legal process.
The members were called upon to maintain the same spirit of unity, discipline and determination during this period and remain firmly committed to the organisation.
It was emphasised that the Union shall leave no stone unturned in securing and restoring the fundamental and legitimate rights and facilities of its members. All members were urged to remain united and extend full cooperation to the Circle leadership until the matter reaches its final conclusion.
The Circle Secretary expressed confidence that with continued unity, perseverance and collective efforts, the legitimate rights of the Union and its members would ultimately be secured.
5. Formation of Ad-hoc Bodies
The organisational position of different divisions of J&K Circle was discussed in detail.
It was resolved that the formation of Ad-hoc Bodies in Srinagar Division, Baramulla Division, Ladakh Division and other divisions wherever required shall be pursued on priority.
The Circle leadership shall take necessary organisational steps to establish and strengthen the Union’s structure in all such divisions and ensure effective mobilisation of employees at the grassroots level.
6. Upcoming Online Verification and Membership Mobilisation
The meeting was informed that online verification of membership is going to be conducted shortly.
After detailed deliberations, all Circle, Divisional and Branch-level office-bearers and members were requested to undertake an extensive mobilisation campaign.
All members were specifically called upon to mobilise both existing members and non-members and motivate them to actively participate in the forthcoming online verification.
The meeting resolved that concerted efforts shall be made to secure maximum membership for AIPEU Group ‘C’ throughout J&K Circle.
Every office-bearer and activist was requested to personally contact employees, explain the importance of the verification process and ensure maximum participation in favour of AIPEU Group ‘C’.
7. Tenure Transfer Issues – Srinagar Division
The meeting held a detailed discussion regarding the tenure transfer orders issued in Srinagar Division during the previous year.
It was observed that the previous year’s tenure transfer process had several discrepancies and that certain orders were issued allegedly in contravention of the applicable rules and instructions.
After detailed deliberations, it was resolved that the matter shall be taken up with the SSPOs, Srinagar Division, with a request that the tenure transfer list for the current year be prepared and issued in a fair, transparent, impartial and rule-based manner.
It was further resolved that illegal/irregular attachments be cancelled and that only genuine and due cases, supported by the applicable rules and instructions, be given consideration.
The meeting emphasised that the tenure transfer process should be transparent and impartial and should provide equal and fair consideration to all eligible employees.
The meeting further resolved that no step-motherly treatment or discriminatory approach towards the members of AIPEU Group ‘C’ shall be accepted, and the Union shall make every possible effort to safeguard the legitimate rights and interests of its members.
7.1 Case of Sh. Junaid Aziz
The meeting specifically discussed the case of Sh. Junaid Aziz in connection with the previous year’s tenure transfer list.
It was noted that his case was not kept on hold in the previous year’s list. It was further recalled that the SSPOs, Srinagar Division, had assured Sh. Junaid Aziz that his case would be considered immediately after his joining at Pahalgam.
The Circle Working Committee took note of the said assurance and expressed the expectation that the case of Sh. Junaid Aziz for transfer/tenure transfer shall be duly considered by the SSPOs, Srinagar Division, in the forthcoming tenure transfer list.
The Union expects that the assurance given earlier shall be honoured and that his case shall receive due, fair and impartial consideration in accordance with the applicable rules and instructions.
8. Members’ Issues and Grievances
All members were given an opportunity to place their service-related, administrative and organisational issues and grievances before the Circle Working Committee.
The issues raised by the members were discussed in detail. Members shared their experiences and suggestions regarding the problems being faced by employees at different offices and levels.
The Circle leadership assured the members that genuine grievances would be taken up with the appropriate authorities at the Divisional, Circle and higher levels, wherever necessary.
9. Future Strategy and Organisational Strengthening
The meeting held detailed deliberations on the future strategy of the Union and measures required for further strengthening AIPEU Group ‘C’ throughout J&K Circle.
It was emphasised that effective coordination between Circle, Divisional and Branch-level functionaries is essential for strengthening the organisation.
The members were called upon to remain united, maintain regular communication with the Circle leadership and actively participate in organisational programmes.
The meeting resolved to continue pursuing the legitimate demands and grievances of postal employees through appropriate democratic and organisational channels.
10. RESOLUTIONS ADOPTED
After detailed deliberations, the Circle Working Committee unanimously resolved:
To strengthen the organisational structure of AIPEU Group ‘C’ in all divisions of J&K Circle.
To pursue the formation and strengthening of Ad-hoc Bodies in Srinagar, Baramulla, Ladakh and other divisions wherever required.
To undertake an extensive mobilisation campaign in view of the forthcoming online verification of membership.
To mobilise both members and non-members and ensure their active participation in the online verification process with the objective of securing maximum membership for AIPEU Group ‘C’ throughout J&K Circle.
To take up the issue of tenure transfers in Srinagar Division with the SSPOs and demand that the current year’s tenure transfer list be prepared and issued in a fair, transparent and rule-based manner.
To demand cancellation of illegal/irregular long term attachments and ensure that only genuine and due cases are considered in accordance with the applicable rules and instructions.
To specifically pursue the case of Sh. Junaid Aziz with the SSPOs, Srinagar Division, for consideration in the forthcoming tenure transfer list in view of the assurance given earlier.
To continue raising genuine service-related grievances and legitimate demands of postal employees before the appropriate authorities.
To maintain unity, discipline and solidarity among all members and strengthen AIPEU Group ‘C’ at the grassroots level.
To continue the legal and organisational efforts for securing the legitimate rights and facilities of the Union and its members.
To maintain the same spirit of unity, patience, perseverance and determination until the final relief in the de-recognition matter is secured.
To leave no stone unturned in safeguarding the fundamental and legitimate rights of postal employees and to continue the struggle through all appropriate democratic and legal means.
11. Conclusion
The meeting concluded with a reaffirmation of the commitment of AIPEU Group ‘C’, J&K Circle, towards the welfare, dignity and legitimate rights of postal employees.
The Circle Secretary expressed his gratitude to the Chief Guest, Circle Working Committee members, office-bearers and all participants for their valuable presence, active participation and constructive suggestions.
The meeting concluded on a positive note with a call for greater unity, organisational discipline, maximum membership mobilisation, perseverance and collective action for further strengthening AIPEU Group ‘C’ throughout J&K Circle.
